The incident was captured on video by police officers at the scene.
Derbyshire Roads Policing Unit said in a social media post:
‘M1. When you think you’ve seen it all…watch this video. five small children completely unrestrained in the back of a Zafira, with a moped, yes, a moped, loaded on top of them.
‘Driver reported to court.
‘Children removed to safety in another vehicle.
‘Social services referral made.’
