Council approves changes to London Road student flats scheme

Nottingham City Council has approved changes to a planned student accommodation scheme on London Road, including reduced building heights, no car parking spaces and changes to the internal layout.

The non-material amendment relates to land at 66-68 London Road, Nottingham, NG2 3BU, where planning permission was originally granted on 17 October 2023 for purpose-built student accommodation.

The approved development includes the partial retention of the existing building facade, with communal amenity space, parking and infrastructure.

A decision notice issued by Nottingham City Council on 10 June 2026 confirms that consent has now been granted for amendments to the original planning permission.

The application was submitted as a non-material amendment, meaning it modifies the existing permission rather than replacing it with a new planning consent. The council said the original planning conditions continue to apply.

The total number of student bed spaces remains unchanged at 245. However, the mix of accommodation will change, with the number of studios reduced from 55 to 17.

The revised scheme will instead provide more cluster accommodation, with 228 cluster bed spaces compared with 190 in the previously consented scheme.

The applicant’s summary of changes says the proportion of studios has been reduced from 22.5 per cent to seven per cent.

The amendments also include reductions to the height of the development. The South Block and West Wing are both now listed as six floors. The decision notice also states that the proposed building behind the retained facade is to be reduced from four to three floors.

The changes mean the scheme is described in the applicant’s document as a “non-HRB scheme”, referring to a non-Higher Risk Building.

Other approved amendments include changes to the building cores, including evacuation lifts to both stair cores, alterations to the external materials, and the addition of zinc panels to the previously consented material palette.

The dark brick plinth at ground-floor level will be reduced to a single-storey element, while the entrance will be relocated. Minor changes will also be made to eaves and window detailing.

The amended plans also remove the car parking spaces that formed part of the consented scheme. The previous version included three standard spaces and one accessible space, but the revised scheme includes no car parking spaces.

Cycle parking provision remains unchanged, with 112 internal double-stacked cycle spaces.

Amenity space will also be reduced under the changes. The applicant’s comparison document lists 156 square metres of student amenity space and 29 square metres of administrative space in the new version, compared with 229 square metres of student amenity space and 28 square metres of administrative space in the consented scheme.

This gives a total of 185 square metres of amenity and administrative space in the revised scheme, down from 257 square metres.

The building design principles of the approved scheme are described as being retained, but with revisions to massing and facade details. The applicant says the sixth and seventh floors have been omitted, while set-back accommodation has been added to the fourth floor on the west elevation to follow the stepped form of neighbouring Saffron Court.

The entrance and amenity space will move from the Crocus Street and London Road corner to the retained facade building, which the applicant says is closer to the city centre.

A ramped exit will also be added to the rear of the building to provide independent wheelchair escape from the core.

The council’s decision confirms that the development must be carried out in accordance with the documents and drawings validated on 30 April 2026.

The approval does not amount to a fresh planning permission, and the original permission for the London Road student scheme remains in place as modified by the latest amendments.
