Mansfield District Council has issued a fixed penalty notice after waste dumped in Warsop was traced through a letter found inside one of the bags.
The fly-tipping was reported by a member of the public before a community protection officer examined the discarded rubbish.
The council said the officer found a letter carrying an address, enabling its Community Safety Team to identify where the waste had come from.
Officers visited the address and issued a fixed penalty notice on the same day.
Mansfield District Council said its team had issued 21 fixed penalty notices for fly-tipping so far this year at the time of the update.
Cllr Caroline Ellis, joint portfolio holder for wellbeing, health and safer communities, said: “It’s frustrating when people dump rubbish irresponsibly, but this shows that we will not accept it in our district.
“Thanks to our team and to members of the public who report fly-tipping to us so we can tackle it together.”
