Police were called to Newark Court in Nottingham at around 2.30pm on Saturday 11 April 2020 following a report of a GBH.
Officers located the victim who had suffered serious injuries to his left wrist having been attacked with a machete.
The male victim underwent prolonged surgery to reattach his left hand.
Investigation at the scene and enquiries at several addresses led to the arrest of the suspect on Monday 13 April.
Courtney Sylvester appeared at Nottingham Magistrates Court today via video link. He has been remanded into custody until 12 May 2020.
Detective Sergeant Nigel Malik who is leading the investigation said: “This was a very serious incident where a young man has suffered a life-altering injury.
“My team and uniform colleagues worked incredibly hard over the bank holiday to locate the suspect, safely arrest him and put him before the court.
“Knife crime is taken seriously and is a force priority. Incidents like these will not be tolerated in Nottinghamshire. We are talking to the local community and reassuring them that this is an isolated incident.”
