Major step forward for the regeneration of Derby’s Market Place

Plans to regenerate Derby’s Market Place have been formally submitted, marking a significant step forward for the long-running redevelopment of the area, including the former Assembly Rooms site.

The proposals have been brought forward by VINCI UK Developments and ION Developments, acting as preferred development partners to Derby City Council. They follow two rounds of public consultation held during 2025 with residents, businesses and local stakeholders.

An initial consultation focused on the DerbyMADE vision for the city centre, while a second, wider engagement exercise invited feedback on an emerging masterplan for the Market Place area and how it could be used in the future. Consultation activities included public events, an online consultation platform and targeted discussions with key stakeholders.

According to the submitted application, the regeneration would deliver a mixed-use development including new Grade A office space, a four-star hotel and a flexible visitor and events destination on the site of the former Derby Assembly Rooms. The plans also include new public spaces intended to improve movement through the area and create places for social and commercial activity.

The scheme is intended to sit alongside other recent and ongoing regeneration projects in Derby city centre, including the refurbishment of the Market Hall, the opening of Vaillant Live and the restoration of the Guildhall.

Councillor Nadine Peatfield, leader of Derby City Council and cabinet member for city centre regeneration, said feedback from consultations showed strong public support for moving ahead with redevelopment, describing the submission as a major milestone for a site that has remained undeveloped for several years.

Richard Fagg, development director at VINCI UK Developments, said the consultation responses demonstrated strong public interest in the future of the Market Place and described the application as an important step towards delivering a redevelopment that supports jobs and economic growth.

Derby City Council is now assessing the planning application. A business case for the redevelopment is expected to be considered in the coming months.

A separate application has also been submitted to discharge planning conditions relating to the demolition of the Assembly Rooms. Demolition work is expected to begin once those conditions are met, with construction to follow.
