Mansfield District Council has announced a proposed new Civil Enforcement Off-Street Parking Places Order for 2024.
This new order, scheduled to take effect from 00:01 hours on October 28, 2024, brings a series of changes to existing parking regulations, pricing, and penalty charges.
The new order will revoke the existing 2022 Order and subsequent 2023 variations. It aims to update the conditions and usage of parking spaces, introduce revised parking charges, and implement new systems specifically for Water Meadows customers.
Key Changes in Parking Charges and Regulations
The proposed changes introduce a tiered system of parking charges, with different rates based on the location and type of parking space. Here are the highlights:
Season Tickets for Individuals (per calendar month):
- Gold (Four Seasons): £106
- Silver (Walkden Street, Water Meadows, Toothill Lane, and Church Lane): £81
- Bronze (Robin Hood Line, Grove Street, Victoria Street, and Garden Road): £50
Contract Parking (reserved spaces per calendar month, minimum purchase of 2 passes):
- Gold (Four Seasons): £75
- Silver (Walkden Street, Water Meadows, Toothill Lane, Church Lane): £61
- Bronze (Robin Hood Line, Grove Street, Victoria Street, and Garden Road): £40
Daily Parking Charges:
- Church Lane, Toothill Lane, Handley Arcade, Toothill Road, Robin Hood Line, Grove Street, Water Meadows, Garden Road, Victoria Street, Clumber Street, Civic Centre, Service Area ‘D’:
- Up to half an hour: Free
- Up to one hour: £1.00
- Each additional hour or part hour: £1.00
- Four Seasons:
- Up to one hour: £1.00
- Up to two hours: £2.00
- Up to three hours: £2.00
- Each additional hour or part hour: £1.00
- Walkden Street:
- Up to one hour (between 08:00 and 10:00, 15:00 to 18:00): Free
- Up to two hours (between 10:00 and 15:00): £2.00
- Evening charge (18:00 – 08:00): £5.00
- Mansfield Railway Station: Waiting restriction of 20 minutes, no return within 4 hours, free of charge.
- Mansfield Woodhouse Railway Station:
- Fee per day: £2.00 (06:00 to 10:00)
- No charge (10:00 to 06:00)
- Newgate Lane and High Street Warsop, Clumber Street Warsop: Free of charge.
Proposed Penalty Charges
The order also details new penalty charges for parking contraventions, ensuring compliance with the updated regulations:
- £70 penalty (£35 if paid within 14 days; £105 if paid after service of charge certificate) for serious contraventions such as parking in loading areas, designated disabled person’s bays without authorization, restricted areas, or causing obstructions.
- £50 penalty (£25 if paid within 14 days; £75 if paid after service of charge certificate) for lesser contraventions like parking without paying the charge, overstaying the maximum period, or not displaying a valid pay and display ticket.
Public Involvement and Objections
Residents and stakeholders have the opportunity to review the detailed particulars of the proposed order at the Civic Centre, Chesterfield Road South, Mansfield, between 08:30 and 16:30, Monday to Friday, or on the Council’s website.
Any objections or representations regarding the new order must be submitted in writing by midnight on September 4, 2024, to the Assistant Director – Neighbourhood Services at Mansfield District Council, Civic Centre, Chesterfield Road South, Mansfield, Nottinghamshire, NG19 7BH.
